Introduction
 

National Nuclear Safety Administration (NNSA), as a functional institution under the State Council, is responsible for managing the national nuclear safety. In the light of guiding principle of Safety First and Quality First stipulated by the State Council for the development of nuclear energy, the NNSA performs unified management and supervision of the nationwide safety issues in peaceful uses of nuclear energy and nuclear techniques, and enacts the principles, policies and regulations applied to nuclear safety. Under the NNSA are ten divisions, i.e. Administrative Office, Planning and Financing Division, Administrative and Capital Construction Division, Policy and Regulation Division, Research Division, Nuclear Power Division, Nuclear Reactor Division, Nuclear Materials and Fuel Cycle Division, Nuclear Equipment Division, and Emergency Response and Radiation Protection Division.
 

Main Activities

(1) Enact principles, policies and regulations applied to nuclear safety, issue nuclear safety codes, guideline and rules of implementation, review technical standards related to nuclear safety;


(2) Organize activity to review the safety performance of nuclear facilities and their capability of operating units in safety assurance; be responsible for issuing and revoking the license and certificates; conduct safety surveillance and inspection; investigate and handle the nuclear accidents; participate in mediating and arbitrating the disputes relating to nuclear safety;


(3) Verify the qualification of the units which are involved in design, manufacture and installation of nuclear pressure components; issue licenses; conduct nuclear safety supervision concerning the activities of nuclear pressure component;

 

(4) Verify and issue the license to civilian nuclear materials; perform nuclear safety surveillance in the area of legal utilization of the civilian nuclear materials and their manufacture, storage, transportation, treatment and disposal; supervise the effectiveness of physical protection on civilian nuclear materials;


(5) Be responsible for examination and approval of the in site emergency plan of the operating unit of nuclear facilities; inspect the practical status of preparedness and the response capability of the emergency response staff and installations; undertake the technical supports in national emergency command of the nuclear accidents; supervise the radiation protection of the nuclear facilities; compile and evaluate the monitoring data on radiation, health and meteorology;


(6) Organize the management and scientific research on national key nuclear safety techniques;


(7) Participate in examination and approval of the application for the export of nuclear installations, nuclear materials;

 cooperate with other organizations concerned to issue export license;


(8) Manage exclusively the international contact and cooperation in the field of nuclear safety;


(9) Be responsible for the public information and education in nuclear safety;


(10) Deal with those matters as requested by the State Council.
